Emergency credit line guarantee scheme

The Union Cabinet has approved the Emergency Credit Line Guarantee Scheme (ECLGS) 5.0, a crucial government initiative designed to provide liquidity support to MSMEs and airlines during ongoing global economic uncertainty.

Pallavi Shrivastava, a key participant in the initiative, stated, “ECLGS 5.0 comes at a time when many MSMEs are dealing with tighter cash flow cycles and increasing uncertainty in their day-to-day operations.” This scheme aims to address these challenges by offering financial backing.

The ECLGS 5.0 provides a comprehensive credit guarantee structure: it offers 100% credit guarantee for MSMEs and 90% for non-MSMEs and airlines. This is particularly significant given the current economic climate.

Key features of the scheme include:

  • Targeting an additional credit flow of Rs.2,55,000 crore, with Rs.5,000 crore specifically allocated for airlines.
  • Eligible borrowers include MSMEs, non-MSMEs with existing working capital limits, and scheduled passenger airlines as of March 31, 2026.
  • The guarantee fee for this scheme is nil, facilitating easier access to funds.
  • The additional credit support is capped at 20% of peak working capital, up to Rs.100 crore for MSMEs and Rs.1,500 crore for airlines.
  • The loan tenure is set at 5 years for MSMEs and non-MSMEs (with a 1-year moratorium) and 7 years for airlines (with a 2-year moratorium).
  • This scheme applies to all loans sanctioned from the date of issue up to March 31, 2027.

This initiative seeks to help businesses maintain operations, protect jobs, and sustain supply chains amid the West Asia crisis. Shrivastava added, “What really matters in such moments is timely access to working capital and the 100% guarantee structure helps unlock that by giving lenders the confidence to move faster.” The scheme’s implementation marks a proactive step towards stabilizing key sectors affected by recent economic disruptions.
