The Pradhan Mantri Awas Yojana aims to provide affordable housing to the economically weaker sections across India. In Jammu and Kashmir, significant progress has been made under this initiative, with more than 31,000 houses completed under the PMAY-Urban scheme.
As of now, 99 percent of sanctioned rural houses under PMAY-Gramin have been constructed, showcasing the effectiveness of the program in addressing housing shortages in the region. A total of 39,153 houses were sanctioned under PMAY-Urban Mission 1.0, of which 31,173 have been completed.
Under the PMAY-Urban 2.0, over 2.12 lakh applications have been received, with 2,120 houses approved, indicating a robust demand for housing solutions. In the rural sector, out of 3.35 lakh sanctioned houses under PMAY-Gramin, 3.23 lakh have been completed.
Financial assistance totaling Rs 54,231.37 lakh has been released to beneficiaries at various construction stages under PMAY-Urban. Additionally, 3,432 beneficiaries have availed subsidies amounting to Rs 1,082.36 lakh under the Credit Linked Subsidy Scheme (CLSS).
However, delays in construction have been reported, primarily linked to beneficiary constraints and rising material costs. “Delays are mainly linked to the nature of the BLC model, where construction is carried out by beneficiaries themselves,” an official noted.
To mitigate these challenges, the administration has introduced an interest-free loan facility of INR 2 lakh per beneficiary through J&K Bank to support funding gaps. This initiative aims to accelerate the construction process and ensure timely completion of housing projects.
Verification committees have been constituted at multiple levels to expedite scrutiny and approvals, with dedicated verification teams deployed to enhance the implementation of the scheme. “The scheme is being implemented in a time-bound manner, with verification committees constituted at multiple levels to expedite scrutiny and approvals,” officials stated.
Clear land ownership remains a mandatory condition under both PMAY-Urban and PMAY-Gramin to avoid future disputes, ensuring that the housing projects are sustainable and legally sound.
As the program progresses, observers anticipate that these measures will lead to increased housing availability and improved living conditions for the economically weaker sections in Jammu and Kashmir.
