Philippines Declares National Energy Emergency Amid Ongoing Conflict

The ongoing conflict in the Middle East has created uncertainty in global energy markets and significant volatility in international oil prices. In light of these developments, Philippine President Ferdinand Marcos Jr. has declared a state of national energy emergency.

This declaration aims to protect the country’s energy security and shield consumers from rising electricity prices. Marcos stated, “A state of national energy emergency is hereby declared in light of the ongoing conflict in the Middle East, and the resulting imminent danger posed upon the availability and stability of the country’s energy supply.” The emergency measure will remain in effect for one year.

The government is now authorized to procure required fuel and petroleum products to ensure a timely and sufficient supply. Currently, the Philippines has around 45 days of fuel supply based on consumption levels, prompting the need for immediate action.

To bolster its reserves, the government plans to procure 1 million barrels of oil to build its buffer stock. This move is crucial as the country prepares for potential disruptions in energy supply due to the conflict.

As a result of surging liquefied natural gas prices, the Philippines will temporarily depend more on coal. Currently, coal-fired power plants produce nearly 60% of the country’s power, highlighting the reliance on this energy source during the emergency.

Sharon Garin, a key official, indicated that this is a temporary measure, which could begin as early as April 1. The government’s proactive approach aims to mitigate the impact of the ongoing crisis on the Filipino populace.

Observers note that the situation remains fluid, and the government will continue to monitor developments in the Middle East closely. The implications of this energy emergency could have lasting effects on the Philippines’ energy policy and market dynamics.
