CS Reviews State Pragati Portal and Reforms in Dehradun

On April 1, 2023, Chief Secretary Anand Bardhan held a significant review of the State Pragati Portal in Dehradun, India. This initiative aims to enhance oversight of all significant State and Centrally sponsored schemes through a comprehensive digital platform.

During the review, Bardhan directed all departments to upload details of their major schemes onto the portal at the earliest. “He directed all the departments to upload details of their major schemes on the platform at the earliest to facilitate comprehensive oversight,” he stated, highlighting the urgency of the task.

In conjunction with this review, CS Garvita Gaba announced her resignation from Shri Krishna Prasadam Limited as Company Secretary and Compliance Officer, effective February 16, 2026. The resignation was attributed to marriage and personal reasons, with the letter dated February 14.

Bardhan also emphasized the need to fast-track pending reforms under the D-BRAP-2025 initiative, which includes 154 reform points that all states and union territories are expected to implement. This initiative aims to transform governance through digitization, transparency, and time-bound service delivery.

Atal Dulloo, a key official, underscored the significance of these reforms in improving citizen welfare and fostering a conducive business environment across Jammu and Kashmir. He remarked, “The CS underscored the significance of these reforms in improving citizen welfare and fostering a conducive business environment across J&K.”

Furthermore, Dulloo stressed the importance of sustaining the pace of reforms, stating, “The pace of reforms must be sustained and tangible outcomes achieved without exception.” This reflects the administration’s commitment to ensuring that the reforms lead to real improvements in service delivery.

A real-time monitoring dashboard for service delivery has been developed in line with guidelines from the Department for Promotion of Industry and Internal Trade (DPIIT). This dashboard will facilitate better tracking and management of the various schemes.

The reforms aim to enhance the overall governance framework, ensuring that citizens receive timely and efficient services. Bardhan instructed all departments to ensure 100 percent implementation of the prescribed reforms, reinforcing the administration’s focus on accountability and effectiveness.

As the review concluded, the emphasis on digitization and transparency was clear, with officials expressing optimism about the potential impact of these reforms on the state’s governance.

Details remain unconfirmed regarding the full implications of Gaba’s resignation on the operations of Shri Krishna Prasadam Limited, but the focus remains on the ongoing reforms and their expected benefits for the citizens of the region.
