Amul’s Cooperative Model Expands in Odisha

What does the expansion of the Amul-style cooperative model mean for rural economies in Odisha? This initiative, recently inaugurated by Amit Shah, aims to transform the agricultural landscape of the state through substantial investment and development.

On March 7, 2026, Amit Shah laid the foundation stones for projects worth more than Rs 3,770 crore in Odisha, which include initiatives from the National Dairy Development Board (NDDB) and the Odisha State Cooperative Milk Producers’ Federation (OMFED). Shah emphasized that the cooperative sector is pivotal in reshaping rural economies, stating, “The cooperative sector will play a central role in transforming rural economies in the state.”

The government’s plan includes establishing dairy cooperatives across villages in Odisha, which is expected to enhance the livelihoods of local farmers and empower women in the dairy sector. Shah highlighted the success of Amul, which does business worth Rs 1.3 lakh crore, benefiting millions of rural women in Gujarat.

In addition to dairy initiatives, Shah inaugurated a new sulphuric acid stream at the Indian Farmers Fertiliser Cooperative Limited (IFFCO) unit in Paradeep, indicating a broader commitment to cooperative development in various sectors.

Furthermore, the Central Government is looking to support the transformation of Kerala’s MatsyaFed into a national-level cooperative institution. This initiative, known as Matsya Shakti, aims to empower fishing communities through skill development and entrepreneurship opportunities. Approximately 690 beneficiaries are expected to receive training in fisheries-related activities, with over 400 women set to gain leadership and entrepreneurship training.

Shah also noted that Odisha has achieved a conviction rate of over 87 percent under new criminal laws, showcasing the state’s commitment to improving governance and security, which is essential for fostering a conducive environment for cooperative growth.

As these initiatives unfold, the focus will be on how effectively they can replicate the success of Amul in Gujarat and what impact they will have on local economies. The cooperative sector has historically played a transformative role in strengthening rural and sectoral economies in India, and this new push in Odisha could mark a significant milestone in that journey.

Details remain unconfirmed regarding the timeline for the establishment of these cooperatives and the specific projects that will be prioritized. However, the commitment from the government suggests a promising future for the cooperative model in Odisha.
