New Gun Licensing Policy in Jerusalem
Itamar Ben Gvir, Israel’s Minister of National Security, has authorized residents of 41 Jewish neighborhoods in Jerusalem to apply for gun licenses. This decision, announced recently, could make around 300,000 Jewish residents eligible for firearms permits, significantly broadening the scope of gun ownership in the city.
Previously, only residents living near the separation wall were permitted to carry firearms, limiting access to a much smaller group. Since Ben Gvir took office in December 2022, more than 240,000 Israeli civilians have obtained gun licenses, reflecting a substantial increase in the number of licensed gun owners.
Context of the Policy Change
As of November 2025, over 330,000 Israelis held a gun license, indicating a growing trend towards arming civilians. Ben Gvir’s policy comes amid heightened security concerns and rising violence, particularly in light of recent family-related murders. Since October 7, 2023, 53 women have been murdered by family members, marking a 33 percent increase compared to the period before Ben Gvir’s tenure.
Ben Gvir has stated, “Especially amid the war and during Ramadan, Jerusalem residents have a basic right to defend themselves and their families.” He emphasized that his policy aims to empower citizens to protect themselves, asserting, “A weapon in the right hands saves lives.” He has actively encouraged residents to obtain gun licenses, declaring, “I call on the residents of Jerusalem: go obtain a gun license. A weapon saves lives.”
Concerns and Investigations
Despite the push for increased gun ownership, the Israel Police launched an investigation in 2023 into allegations of illegal gun license approvals by Ben Gvir’s office. This scrutiny raises questions about the integrity of the licensing process amid the rapid expansion of gun permits.
Furthermore, it has been reported that 99 percent of applicants now pass their shooting tests, partly due to the implementation of phone interviews, which have streamlined the process. However, the implications of such a significant increase in gun ownership in a volatile environment remain to be seen.
